The Crystalport Watch

Type: City Guard / Law Enforcement

Region: Crystalport, Avaria

Allegiance: City Council of Crystalport / Crown of Avaria

Overview

The Crystalport Watch serves as the primary law enforcement body within the city of Crystalport. Tasked with maintaining order across the bustling harbor, trade districts, and residential quarters, the Watch operates at the intersection of commerce, politics, and maritime power.

Unlike purely military forces, the Watch is trained in urban patrol, smuggling interdiction, crowd control, and arcane disturbance response. In a city as diverse and volatile as Crystalport, the Watch must be as adaptable as it is disciplined.

They are often the first line of defense against crime, unrest, and the stranger dangers that emerge from sea and spell alike.

Structure & Organization

The Watch is divided into district-based divisions, each commanded by a Watch-Captain who reports to the High Marshal of the Port.

Leadership

  • High Marshal of the Port – Oversees the entire Watch, appointed by the City Council with Crown approval.
  • Watch-Captains – Commanders of individual districts.
  • Lieutenants – Supervisors of patrol groups and response teams.
  • Watch Sergeants – Senior field officers.
  • Constables – Standard patrol guards.
  • Harbor Wardens – Specialized officers assigned to docks and maritime inspections.

Divisions

Harbor Division

Responsible for dock security, ship inspections, cargo verification, and anti-smuggling operations. They work closely with the Avarian Navy but maintain independent authority within city limits.

Harbor Wardens are trained in:

  • Shipboard combat
  • Cargo assessment
  • Anti-piracy response
  • Sea monster emergency protocol

Sapphire Division

Patrols the commercial districts, including Sapphire Row and the Moonpearl Market. This division deals primarily with theft, fraud, magical contraband, and merchant disputes.

They are known for being politically entangled, as wealthy trade houses often attempt to influence investigations.

Commons Division

Assigned to Moonmist Commons and Old Town. This division handles everyday crime, tavern disputes, missing persons, and street-level unrest.

They maintain close ties with local community leaders and informants.

Glimmergate Arcane Response Unit

A specialized branch trained to handle magical incidents, rogue spellcasters, cursed artifacts, and Fae disturbances.

Members undergo training in:

  • Anti-magic containment
  • Basic warding spells
  • Fae etiquette protocols
  • Enchanted item suppression

They frequently coordinate with scholars from Lumenara’s Arcane Academy.

Equipment & Uniform

The Watch wears blue-and-silver tabards bearing the Crystalport sigil — a stylized lighthouse over cresting waves.

Standard equipment includes:

  • Short sword or naval cutlass
  • Truncheon
  • Signal whistle
  • Warding token (minor enchantment against charm effects)
  • Lanterns fitted with fog-cutting crystal lenses

Harbor officers often carry boarding hooks and reinforced bucklers.

Reputation

Public opinion of the Watch varies by district.

  • In Moonmist Commons, they are seen as protectors.
  • In Sapphire Row, they are seen as negotiators — or tools of the wealthy.
  • In Old Town, they are sometimes feared.
  • Among smugglers and criminal guilds, they are respected but tested.

The Watch prides itself on discipline, but corruption is not unheard of — particularly within trade inspections.

Relationship with Other Forces

  • Avarian Navy: Cooperative but occasionally territorial.
  • The Beacon Guard: Separate authority focused solely on lighthouse and harbor wall.
  • Royal Guard: Operates independently when present, especially during diplomatic events.
  • Order of the Purple Rose: Officially unknown; unofficially, certain captains suspect hidden operations within the city.

Known Challenges

  • Smuggling rings using magical concealment.
  • Fae creatures slipping through thinning planar boundaries.
  • Political pressure from powerful merchant guilds.
  • Increased naval tension from foreign ships.
  • Cult activity beneath Old Town.

Motto

“By Light and Tide.”
